The speaker was our own Dean Wittwer - head of the Allen County ESC - Education Service Center. The center offers services to many school systems in order to reduce costs. There are over 13,000 people employed by ESC's in Ohio - so this system has become widespread.

These groups offer many services, including:

Bus driver certification
Superintendent searches
Gifted programs
Insurance Services
Professional Development
Psychologists and Speech Therapists

Dean explained how the increased mandates from the state and federal governments have placed a huge burden for smaller school systems - and the ESC program enables these schools to offer services that they just couldn't perform on their own.
