Introductory Statement
 
The purpose of this document is to provide our members background and recommendations from the Rotary Board and the Lima Rotary Foundation and is intended to achieve the following four objectives:
 
  1. Achieve a consensus of all Lima Rotarians regarding club projects, activities and community needs.

    Having a clear vision for Lima Rotary’s involvement in our local community and the world will strengthen our club, help us to inform the community of our projects, encourage community support of our fundraising efforts and assist us in recruiting new members.  It will also provide guidance to the Rotary Board and the Lima Rotary Foundation as they fulfill their respective responsibilities.
     
  2. Provide assurance to the incoming leadership team that it has the support of membership for proposed fundraising and club projects, as well as community service activities.

    Knowing that club projects and activities have been endorsed by the general membership will allow for better oversight and improved management of club projects.  Having an active role in project selection may also encourage greater member involvement and participation.
     
  3. Establish projected revenues for planning club projects for the upcoming Rotary year.

    Having fundraising targets to finance endorsed projects can expedite the planning, scheduling and implementation of club projects and activities.
     
  4. Ensure Lima Rotary Club’s strategic plans and projects are aligned with current community needs.

    Providing a structured process to compare Lima Rotary’s goals with community needs on an annual basis can help ensure our focus is on the future.  Considering project modifications and improvements in advance of a new Rotary year will help us improve the quality and outcomes of club projects.

Recommended Lima Rotary Projects 2020-2021
 
Funding for Rotary Club projects comes largely from fundraising events which should be managed in a consistent manner.  The Rotary Board and the Lima Rotary Foundation believe all Lima Rotary members should be consulted at least annually regarding Rotary Club projects before the next Rotary year commences. We further believe a system for uniform accounting, funding authority, oversight of project objectives, and accountability for project outcomes is important.
 
Role of the Lima Rotary Foundation
 
The Lima Rotary Foundation (LRF) was established in 1967 to receive and manage funds for educational, charitable, scientific or benevolent purposes.  The Rotary Board used a portion of club fund-raising proceeds to underwrite most, but not all, club projects.
 
In 2015, a Memorandum of Understanding (MOU) was adopted by the Rotary Board and the Lima Rotary Foundation. The MOU provides for the transfer of all net proceeds from club fund-raising events to the LRF with the LRF Trustees giving funding priority to designated Rotary Club projects. The Rotary Board submits a consolidated grant application for the upcoming Rotary year that is acted upon by the LRF to confirm anticipated resources. This partnership ensures LRF oversight of funds while affording the Rotary Board assurance it can implement and uniformly manage club projects if projected fundraising goals are achieved.
 
Descriptions and Definitions
 
Selection and Authorization
 
It is the responsibility of the Rotary Board of Directors to review, at least annually, current Rotary projects and propose their continuation or termination at the Annual Meeting. It is recommended the Rotary Board and the Lima Rotary Foundation meet at least semiannually to review projects and activities and confer on funding matters.
 
By adopting resolutions at the Annual Meeting, the general membership authorizes the projects and activities for the next Rotary year. Proposed (new) projects may be submitted to the Board in writing at any time for its consideration. The Board is not obligated to consider submissions received less than sixty (60) days prior to the Annual Meeting. Only projects adopted by the Board and approved by the Annual Meeting may utilize the word “Rotary”.
 
Fundraising Projects (Resolution #1)
 
Lima Rotary fundraising projects are the primary source of funds to support Lima Rotary community and international service projects and programs. All net proceeds from fundraising projects are transferred to the Lima Rotary Foundation. Any funds not required for club projects or partnership projects become part of the general fund of the Lima Rotary Foundation.
 
Club Projects (Resolution #2)
 
Lima Rotary club projects are funded from the net proceeds of Rotary fundraising projects.  Club projects are those projects supported entirely by Lima Rotary. The LRF allocates net proceeds receipts first for club projects. Authority to release LRF allocated funds for club projects is exercised by the Rotary Board.
 
Partnership Projects (Resolution #3)
 
Lima Rotary partnership projects are also funded from the net proceeds of Rotary fundraising projects. Partnership projects are those projects supported in part by Lima Rotary in cooperation with others. Funds from net proceeds receipts are allocated by the LRF. Authority to release LRF allocated funds for partnership projects is exercised by the Rotary Board.
 
Lima Rotary voluntarily supports the work of Rotary at the District Level in the area of Medical Equipment and Supplies Abroad (MESA).
 
Community Service Activities (Resolution #4)
 
Lima Rotary community service activities are not funded by Rotary fundraising projects.  Community service activities are those projects sponsored by Lima Rotary or in which it participates as an organization.

*Note: The Lima Rotary Club would benefit from additional fundraising activities.  We should plan on presenting more ideas to the club for review this year.

These are the projects the club deems important.  The Lima rotary Club recommends that they receive consideration by the Lima Rotary Foundation by way of a traditional grant application process.  Amounts to be determined by organizational needs and the LRF.
