Here are the highlights from the October 11 board meeting.
 
Call to Order                                                                                      
President Dave Frost called the meeting to order with the following members present:  Jill Ackerman, Anne Decker, Dr. Susan Hubbell, David Runk, and Tracie Sanchez.  Also attending were Treasurer Kevin Bill, Secretary Rita Brown and Guest Richard Schroeder.
 
Attendance Report – Rita Brown
Brown shared the Attendance Report for September 2016.Attendance is averaging around 85 members per meeting.Attendance at alternative meetings is included in these numbers.Currently we have 172 active members.
 
President’s Report -Dave Frost
October 24th has been named World Polio Day in honor of the birthday of Dr Jonas Salk, inventor of the polio vaccine.District 6600 Governor Do Nguyen is encouraging all clubs in the District to fly a special flag announcing the day. Lima Mayor Dave Berger has agreed to fly the flag the entire week.Mayor Berger will attend the Lima Rotary Club Meeting on October 24th and present a proclamation to the Lima Club declaring the day to be World Polio Day.
 
Interact Advisor Update
Bath High School started the year without an Interact Advisor.  Administrative assistant, Missy Vandemark, has agreed to take the position and Lima Rotarians Joe Kitchen and Joe Patton will serve as advisors.  Sixteen students attended the first meeting.  They are recruiting new members and have a list of activities planned. 
 
            The Rotaract Club at UNOH
The Rotaract Club is moving forward at quick pace.  The Club is working with the hospitals and plans to visit both hospitals during Halloween to cheer kids.   They are volunteering at the Food Bank and the Boy Scouts Carnival.  Rotarian Bob McPheron donated tee shirts for the members. The Board discussed inviting the Rotaract Members to shadow the Club Members and to meet the Young Professionals to learn more about what Rotary does in our community. 
 
Little Free Library Update
Frost has identified 10 sites around the community as potential sites for the Little Free Libraries.Lima Pallet will provide the materials and the Lima City Schools Shop Program will build them.Frost requested the Lima City Schools provide a conceptual image by the next Board Meeting.Committees will then be established to manage the book collection process from members and on-going maintenance of the Libraries.
 
PHF/Legacy Fund
Richard Schroeder provided a 4-part committee report to the Board regarding past practices relating to Paul Harris Fellows and Every Rotarian Every Year, the status of member donation accounts, and opportunities to advance support for The Rotary Foundation.Committee Members included:Schroeder, Fred Seelenbinder and David Runk.
 
The Committee presented the following recommendations.
  1. Creation of a Legacy Account – (deceased and resigned)
Schroder stated donations have accumulated from deceased or resigned Rotarians and remain in the custody of the Club.These funds were never submitted. As these members are no longer active, simply submitting the funds will only be recorded as a gift from Lima Rotary.In the future, when a member resigns or dies with an Annual Fund account balance, the amount will be moved to the Legacy Account.
 
  1. Continue Paul Harris Fellowship Incentive
When a member has given $500 to TRF (EREY or PP), Lima Rotary provided sufficient funds or recognition points to advance the member to the first level of PHF.This is a one-time assist.Schroeder indicated the club currently has about 12 members who will be at the $500 level this year and the legacy fund could be used up moving them to PHF.In the future, when a member resigns, they will be asked if they have a preference for their points or if they prefer leaving it up to the club.Points can be given to other members, non-Rotarians or members can exchange points with each other.
 
  1. Better Educate Members on TRF
TRF, EREY, PP, the Annual Fund recognition points or District discretionary grants are often confusing and may not seem related.Members need to better understand these important Rotary programs and how to make them more effective. Informational opportunities should be made available beginning with New Member Orientation.
 
Decker made a motion to accept the recommendations of the Committee for Parts 1, 2 and 3.Ackerman seconded the motion.Board approved.
 
  1. 100% Foundation Giving Recognition
Schroeder indicated Rotary International’s goal is for TRF to receive $100 per member each Rotary year and this is promoted through the EREY effort. While every member is encouraged to give $100, it is total club giving that RI uses to determine goal achievement. If every member gives something and the club averages $100 per capita, the goal is achieved. Lima Rotary has always given more than needed for 100% Giving Recognition but not every member contributes. The committee recommends the Board consider designating $6.25 from each member’s quarterly dues for EREY. This is not a dues increase but a sharing of general operating funds and the Club can meet the 100% Foundation Giving recognition goal. The Board discussed this option and with the recent dues increase of $25 per quarter, it might be doable. The Board discussed options. After thorough consideration, the Board agreed to table the discussion of Item 4.
 
President Elect Report - Tracie Sanchez
Rotary Field of Dreams at UNOH
Plans are in place and dirt is moving.The field base will be laid within the next couple of weeks. The asphalt will need to sit for 30 days to see if there are any low spots, so the rubber turf will be installed in March as soon as the weather breaks.The site will be the first customer site in the Spring.The field is still right on target for opening day - the first day of May 2017. There will be a Grand Opening.
 
Dictionary Distribution
It will take place on October 26th and Dave Cockerell has all the volunteers in place to do the one- day blitz.The teams will pick up the books on Monday October 24th to be delivered to 3rd graders at 13 area schools.We will also be distributing Rotary pencils and stickers for the books.
 
Fall Blood Clinic Update
The Blood Clinic will be held on November 5th from 6:30 – 9 AM at the Senior Citizens Center on West Elm Street.Volunteers are still needed. Apollo School is providing the phlebotomist this year along with Lima Memo Hospital and Mike Swick heading up the event.
 
2017-2018 Inbound/Outbound Youth Exchange
A committee is being formed to put together a summer program. Catheryn Sarno is gathering information.The committee will reach out to foreign language teachers about the possibility of bringing a student to Lima from a foreign country for 30 days and also a Lima student could participate in the 30-day program and travel abroad.
 
Vice President's Report - Paul Swartz
As Swartz was not present, Frost presented a brief report regarding Polio Plus. Swartz has been working on Polio Plus Planning Ideas.Updates will be shared at the November meeting.
 
Past Presidents Report - David Runk
Membership & Retention Committee Update
The Young Professionals will be invited to attend Club Meetings.The Committee is working on it but no action has been taken.
Red Badge Members Meeting
The next Red Badge Meeting will be held Thursday October 20th.Red badge holders and their sponsors are included.
International Committee Club Updates
Harold Bischoff will provide an update by the end of the week.The Global Grant is moving ahead and a representative from Rotary International will meet with the host club in Honduras.An update will then be provided to the club and Harold will share details with the Board and the whole Club.
 
New Business
Proposed Members
An application was reviewed for Robert O. Baxter, CEO and President Mercy Health. Hubbell made a motion to approve the application of Robert O. Baxter and Runk seconded the motion.Board approved.
 
A resignation was received from Marcy Boone.Tracey made a motion to approve the resignation with regret and Ackerman seconded the motion.The resignation will not be activated until Boone’s EREY points have been allocated. Runk is working with her.The process should be finalized by the end of October. Runk will advise once completed.
 
Old Business
